Carter Lake, Iowa is a 2 square mile city with 4,000 residents. It is the only city in Iowa on the western side of the Missouri River and is centralized around a u-shaped lake for which the city gets its name. Carter Lake was legally considered part of Council Bluffs in the 1870s but the community seceded from it in the 1920s and Carter Lake was incorporated as its own city in 1930.

Carter Lake has several, small city parks: Watson Park, Mabrey Park, Rosenbaugh Park and Ortiz Park. It also offers Hamilton Sports Complex which caters to a variety of athletics. Shoreline Golf Course is a popular and scenic lakeside course that is lined with mature cottonwoods.
